Download it, unzip it to:

C:\Program Files\Steam\steamapps\steamusername\team fortress 2\tf\maps

    mine was probably a funky install or something, but I had an extra directory level in there:

    C:\Program Files\Valve\Steam\steamapps\steamusername\team fortress 2\tf\maps

    ...just in case anybody else has a similar install

    Even though I installed Steam on another partition, I also had the "Valve" folder.
