My brother wants a new PC. He won't let me build it :rolleyes2(he wants a warrenty and a # to call). Does anyone have any recomendations as to online companies that build to spec and offer a warranty as well as good customer service.

If you have more money then you know what to do with...

    You could always try http://www.alienware.com/

At any budget i would still go with falcon over alienware. However, even the lowest budget box from alien or falcon is still very expensive. Dell or Hp are going to be cheaper.

[H]ard|OCP oogles over Maingear's service and support.

Edit: I didn't see you say he wanted to game on it. My suggestion's a bit steep for the common browser box - I'd stick to Dell or HP like Magic suggested for those. Though neither can really boast great support if something goes wrong...

Why not just visit a couple local local builders, the brick and mortar type of place. Some of them are pretty good. If you talk to two or three, you should be able to determine who will do good, use good parts, and will back up their product. In my mind, that would be much better for your brother. It would be so much easier for him to carry his computer to the builder for repairs or upgrades than shipping, waiting, and haggling over the telephone with a faceless, distant manufacturer. Before I started building computers, I worked with custom builders. It was generally a very good experience. I knew that it was more expensive than order something in a box, but I also was able to talk to the builder and have the machines customized for my needs.

I build all of my own systems now but before I did, there was only one builder I used and recommended to others: http://www.ecspc.biz/

You can infinitely configure a system on-line or over the phone directly with the owner, Todd Keller. When you need service, you will usually get Todd on the phone immediately or he will call you back. This guy takes care of his customers like no one else. He has built systems for me, my former place of work and my colleagues with no complaints from anyone. A company doesn't get rated a "10" on a 10-point scale by being a slouch. I sure hope the service is impeccable at those prices.

Does your brother really need something built to spec? If all he needs is a warranty and customer service, he should be able to find a Dell or something that'll fit his needs. I mean, if he's looking for a warranty, it tells me he isn't one to be upgrading his hardware substantially. He's probably not one to overclock. If that's the case, that he just wants a computer for gaming and stuff, he shouldn't need something custom or from a boutique manufacturer.
