Anti-Riaa Rules Parsed by (which) Software Firewall?

I came across this article on Techfocus that addressed Riaa-'demonizing' countermeasures. I'm planning on implementing the .htaccess file on my freebsd server in the not too distant future.

I'm using windows 2k sp4 atm, and I was wondering if any of you have had any experience with firewall-rules on the Windows workstation. Rather than having to enter in each ip address manually, is there a way to strip all miscellaneous data (I could probably just 'replace all' using notepad,) and have the firewall parse the remaining octet values?

I've used Sygate, Tiny, Zonealarm Pro in the past, so I'm familiar with how all of them work internally.

Any suggestions welcome!
