Win7 unable to delete folder due to permissions

I used this but I fail at step 6 when applying the changes "Error Applying Security" comes up, it's unable to change apply security information to a subfolder. I don't know why.

When I try to access the sub folder, an error: ("Location is not available" <folder information> is not accessible. Access is denied) comes up.

Looking at that folders security tab it appears I don't have permission to view this objects security properties. When I try to manually take ownership "access is denied". This is a folder I created long ago... I cannot see who is the current owner.

What can I do to force ownership?

    I think you need to boot in to recovery console, tap f8 etc, and use the command line to reset the permissions then delete.

    Or like the last message in that post states, Ubuntu Live CD and see if you can access the files. Copy them off then delete the folder and create new when your back in 7...
