I think what he's saying is that when he turns his computer on, the fans spin up to full speed for a few seconds.

    This is normal.

The only other thing I can decipher is that he may mean setting a custom user profile for fan speed control (which may be defaulting to 100%), but I don't know.

ok this is what im trying to say

When i turn on Computer i get to the Screen where you Can Pick Users like "Mom, Dad, Me, Admin, and so on"
not even Logged into any of them

the FAN will keep spinning 100% Speed UNTILL i restart my Computer
"I have never played with the Fan speed Control its still on Default"

then it will go back to normal

    why is it doing that??

Does it do it immediately from boot all the way to sitting on user screen, or does it go up and down during that time? Does it go away after a reboot or come back?

it starts going FAST at User Screen and STAYS fast untill i restart computer

will it Damage the Fan if its 100% Speed?

It shouldn't damage the fan, but you could try to counter this with a program that allows fan speed control. Is it the CPU fan or a graphics card fan that is doing this?

The GPU fan should not be doing this. Provided case cooling is adequate, the 6900 is biased towards 30-40% speed, and the lowest possible speed to maintain safe temperatures thereafter. I would reinstall the GPU drivers.

AMD has a "clean install" option, similar to NVidia, right?

Yes, if you uninstall the device drivers from the add/remove programs wizard. Even then, like NVIDIA's cleaner, files get left behind. Thanks, Windows!

I always recommend driver sweeper + CCleaner in safe mode to be sure.

Download and install Driver Sweeper (download here, then download button, then I agree)
    Completely uninstall AMD drivers
    Reboot to safe mode
Run driver sweeper for all AMD display drivers
Download and install latest AMD driver (link assumes Win7 x64)

so its a driver Issue not a small sign of Defective 6950?

    i cant download driver sweeper

Attention - Guru3D Driver Sweeper has been discontinued as such you will not find any download links here any longer.

i already found it 8-D But thanks alot for helping me

my last question can it be a small sign of Defective 6950 that the fan is going Fast???

While I don't like excluding things from possibility, I also don't like the phrase "small sign of a defect" in this context. Why don'y you try the driver stuff then report back? ;)

That is fine for that low of fan speed. You can safely leave it on automatic.

    this just happened to me

newest catalyst drivers. restarted pc, and when I logged back in to windows both 6970's fans went 100%.

I only restart my pc, maybe once a month

changed fans to 30% in CCC

i guess it was the Driver Issues it only happen to me on CC 11.11
