Little Help? (XVID->DVD)

I've got a compressed video file that I'd like to put on a DVD.

I'd like to divide it up into Chapters and have a menu (unless they're prohbitively difficult to make).

I've done something similar before, but I forgot how and what software I used. I remember the software I used being idiot-proof and not particularly powerful. What are my options?

TMPGEnc DVD Author, I've found, is fantastic.

I'm familiar with TMPGEnc (I've got TMPGEnc Plus 2.5) but I can't seem to find DVD Author.
