I dont think its a dog even. I mean I have never seen a dog with no hair or infant dogs but it doesnt look like one. Dogs are not built with arms like humans. They are attached the body totally different. The 'mother' has hair on its forearms, head, and even has eyebrows. I say it looks more like a human with long ears.

I'd say it's a cross between Dog, Cow and Human, the skin judging from it's thickness is cowlike as is the nose, the ears are vaguely houndlike and the fact that the "pups" are nursing while she lays down is the same as a dog. The Eyes are definitely human as is the mouth and nipples along with the attribute of being mainly hairless and having human hands but Simian might be tossed in there as the rear feet are hands as well.
Looks like bio-engineering gone awry.
