Jerky movement when on line?

I was wondering what is causing the jerky movement when moving icons on my desktop when my internet is connected? It just started doing it a couple of days ago. If my internet is connected and I'm playing a game the movement is jerky. When I shut the internet off everything is smooth. I use to be able to surf and play games without this happening. This started after I used a tuneup utility. I optimised the ram and I optimised my internet connection using the utility. I also uninstalled Doom 3. What do you think?

It could be some spyware. Try out the steps in this post:

Thanks, I ran both Ad-aware6 and Spybot shortly after it began. Both programs came up with stuff but it didn't help. I have a Hijackthis log in the virus forum now. Just waiting for a response.
