How can I make an animated avatar?

Anyone know how to do this? I haven't had any avatars ever, so it's time to get one. And preferably animated, also.

What programs could I use to make it? Would it be just a series of .jpg photos like a still avatar?

How do you get it to animate and change the photos quickly?

get it to animate, u need to make a gif fille, it's just a series of pictures.

Image Ready which comes with Photoshop.

However, I just got this new program recently called "GraphicsGale", been using it to draw a city in a Pixel Art style. It has options for frames and such, and saved GIF's... I am pretty sure it can do animated GIF's, but I just haven't tested it out yet. It's free, just google for it. It's a pretty awsome program.
