Intel D865PERL won't boot unless...

I just bought an Intel D865PERL motherboard and built mysel a new computer. P4 3.2GHz, 2GB RAM, 120MB SATA HD. I was able to install windows XP Pro, I installed several drivers, I was asked to reboot the machine several times and I did with no problems.

When I turned off the computer, and later turned it on, it did not boot. The fan starts but I don't hear the hard disk and I can't see anything on the screen.

I decided to remove the CMOS battery for 10 minutes and put it back on and IT BOOTED!! GREAT!! But... when I turn is back off and then on again the same thing happens. If you reboot, no problem, but if you turn it off and on, it won't boot.. the LED for the hard disk and floppy drive won't even light up.. and of course nothing on the screen.

I installed the:

but I am still having the same problem.

Can somebody please help me...
The weird thing is that everything worked fine the first time I turned it on?

Sounds like a dying BIOS battery; it probably worked the first time you turned it on because what little power the battery had left was allowed to "Collect" as it were for a bootable charge. When in the system, the battery is on a constant draw to keep the time and CMOS alive -- when you take it out, it has time to collect its wits. You're replicating the scenario when you leave the battery out of the system for about ten minutes.

You should be able to get a replacement at any hardware store. Take the battery with you. :)

And remember to put the new one in the same way that the old one went in (almost always + side up)

I bought a new battery.. but the problem persists...

Yes, read your manual, the CMOS jumpers on Intel boards are TRI-STATE.

Jumper one pair of pins on CMOS block=Configure.

Jumper on one pair of pins= normal.

NO Jumper = recover (impose factory CMOS defaults), and it will not run normally when left in recover or configure modes. Check how the CMOS jumper is connected, PLEASE. I've seen Intel ship jumper PARKED, hanging off Pin 1 or three, then CMOS and BIOS are in forced recover mode.

Jumper positions possible:

1-2 connected by block or shunt(either normal or configure, varies some by motherboard, most often normal mode)
2-3 connected by block or shunt(either normal or configure, varies some by motherboard, most often configure mode)
NO CONNECTS (recover, boots for exactly one boot this way, used to reset corrupt CMOS table and impose stored factory CMOS setting defaults in one boot).
