9600XT > GF4 Ti4600?

Well, because eye kant reed, I bid on a Radeon 9600XT instead of a 9800XT. Since I have a GF4 Ti4600 right now, am I going up or down or staying even in terms of performance?

Well, you're probably going slightly up... At least the 9600XT is a DX9 card....

Well, at least it was only $76. I'm most likely going to return it and invest that money in reading glasses. Or classes.

In terms of DX 7 or 8 you're losing ground, so games like CS or BF '42 will be slightly less in terms of frame rates (the TI4600 kicks the crap outta anything less than a 9700 pro in DX 7-8.1) but you will gain decent DX9 perfomance just like prime said.
