It's a history joke. Caesar crossed a river called the Rubicon in which he stated, "Alea iacta est," or, "The Die is Cast."

Until he explained it, he could have just walked down the hall and said "Hey Thrax, I've got a funny joke..." and the same number of people would be laughing. :D Posting something like that without explanation borders on prickery.
