i have WinPatrol and it will pop up and give u a message ifit notices a change in your start-up settings. and about every 2 minutes ill get to popups that say:

"A NEW STARTUP SETTING HAS BEEN DETECTED.
This program will run each time you login or restart your machine.

Do you approve the addition of this program startup setting?
Press YES if this program expected and acceptable.

C:\WINDOWS\System32\regsvr32.exe /s C:\WINDOWS\System32\ActiveScan\as.dll "

then the next pop up ill get will be the same but it will will change to the C:\windows part up there^^ to

C:\WINDOWS\System32\regsvr32.exe /s C:\WINDOWS\System32\ActiveScan\pavpz.dll

is this good or bad.. and how can i get rid of it

Did you do an online Panda AV scan? That's where they are coming from. ;)
