Games play SUPER fast

so far ive had issues with my new computer and programs running faster than they should. Far Cry and HL1/all mods play at super light speed, you can even play it. also my animated gifs are still going crazy. has any 1 ever had an issue with games playing super dooper fast. i have tried altering the hard ware accelerations but it does nothing.

got it, when i start the games i have to set the affinity ( # of cpu's the programs use ) to one. by rightclicking taksboar, go to task manager, right click the process and click set affinity.

is there a way i can set a parameter int he exeutable line, or a program profil to automatuicly set this for me?
