Black Screen with curser @ the right top of screen

Can someone help me I formatted my drive three times and it is still giving me the same problem, when I boot I get a black screen with a blinking curser at the top, right, hand corner of the screen and it won't go anywhere from there. It was doing it before and then it would stop but now it just won't stop doing it. I tried format again and it stops formatting after 13%.ANYONE PLEASE.

What Operating System are you using/installing? Are you installing an OS or just formatting a drive? What kind of drive is it?

My gut is that you may have a disk with a bad sector. But let's not go there yet.

You should have a diagnostic toolkit for whatever drive you're using. Each brand maker has their own. These usually have a helpful tool suite you can use to test the disk surface. But we need to know what kind of drive it is.
