Windows resetting customizations

when i change the icon of the recycle bin, for some reason it changes back to default, usually after a reboot. also, sometimes when i set things to 'always hide' on the taskbar so they dont randomly pop up and annoy me, they change back. if anyone can help, thx. no big problem tho, just an anoyance.
