There is no way to repair this issue without a Windows CD.

I am shafted then.
I ordered a Restore disk from Dell.
It might take up to 2 weeks to get it.
Any suggestions?

Spend $99 and buy XP Home OEM edition from newegg or another retailer.

OK , I guess I'll suck it up and spend the $100.00.
I'm just worried that I might be buying a new Hd too, if this does not work.

There's no need to buy a new HDD, however this issue really does need a Windows CD. It's a file system/configuration error of software on the disk, nothing more or less.

Don't be 100% sure about that, thrax. It could also be a failed or failing HD. Either way, you'll need to buy that windows XP cd, so lets make that the first step.

I guess if he's the 1% of the time, sure. But the chances are exceedingly rare that this issue is hardware-related.
