Counterstrike graphics problem

I have a problem with my graphics while playing counter strike. When firing a gun, and bullets hit walls or some random scenery on the map, black boxes appear as if a texture is missing or something. I've been told this is a problem with my drivers not being up to date, but they are. I have a 7600GT if that makes a difference. Another question, is there anyway to uncap my FPS.

are you OC'ing the card?

no, i am not overclocking. To clear up any confusion, i mean the "dust fragments" from bullets hitting walls make the black boxes.

have you increased the graphics settings form the normal settings? and what drivers are you using?
