When you wrote "our bandwidth" what do you mean? Is this a SOHO LAN with the client computers connected by a router, a company network connected by servers and switches? We have no idea what the setup is you refer to.
I have the feeling he's talking about a wireless router?
When you say you "put a security" does that just mean you put a password on the router?

Which Guy?
Exactly what security you put and where?
Cable?
Modem?
ADSL?
Router?
NIC?
And anything else you can think of that might let us help you - after all you are asking for help arent you?

Switch to wpa2 and use randomly generated 63 digit passphrase. (This keygen (http://www.kurtm.net/wpa-pskgen/) works well.) Also lock your wireless on your router down by mac address, disable ssid broadcast (Make sure to change your ssid as well) and disable wireless administration.
If you do all this it will keep him out unless he brute forces your passphrase (This would take a VERY long time with a 63 digit randomly generated key and spoofs your mac address (Since hes already been on your network he may already know it).
If your hardware doesn't support wpa2 or at the least wpa then you will keep getting broken into (assuming you were using wep before).
