Printers & payment printout -photocopies

We have got three printers at work HP9500 and Canon iR C3220 UFR installed with AD 2003 , How can I set the printer for some staff to pay for printouts and photocopies ?

Is there any solution for that ?

This one is freeware (http://www.snapfiles.com/get/karenprintlog.html)....I have no idea how well it works.
