Can Spyware cause the OS not to load?

After a power outage, my neighbor took their computer to a Tech because their computer would not load Windows. The Tech told her it was because of spyware and then formatted her computer. Was he telling the truth? and I'm sorry I don't know what the or even if there was an error when the system tried to load the OS.

Please download Deckard's System Scanner (DSS) (http://www.techsupportforum.com/sectools/Deckard/dss.exe) and save it to your Desktop.
Close all other windows before proceeding.
Double-click on dss.exe and follow the prompts.
When it has finished, DSS will open two Notepads: main.txt and extra.txt
Use Save As to save both Notepad files to your Desktop and post them in your next reply.
