software bandwidth limiter

I want to get a software bandwidth limiter. I have looked everywhere but I have no idea where to begin. I've looked at proxy programs and ICS programs but nothing is what I am looking for.

When I download torrent files at night, I just leave the BitTorrent program running because I don't care at night, but durring the day my family uses the internet, so I need to cut my upload in half to allow them to surf the web at a comfortable rate. I just need something that will allow me to limit the upload speeds. Can anyone please help me out?

I also have a Linksys BEFSR41 cable/dsl router if that has some sort of option for this too?

As you use "torrents" why not just use the special edition that contains a bandwidth limiter of sorts, just select a lower connection than you have and then the program only allows a low upload.
