There already are laws and you will be fined if caught.
On a side note, Since I moved back to the US I've seen some really dumb things - like one time a lady driving a van on the highway and peeling (!) a banana at the same time... now if you do the math = one hand to hold it and the other to peel it. And of course prolly 1 out of 3 ppl are always talking on a cell.
edit: interesting article at http://www.voiceoftheinjured.com/a-aa-cell-phones-accidents-injuries.html
passage from article: Americans have essentially total freedom to operate their phones while driving. This freedom does not exist in Europe. Most European countries, including Switzerland, Italy, and Hungary, require a hands-free device for cell phones used in a car; other countries are even more extreme, forbidding motorists from placing calls or participating in phone conversations while vehicles are in motion.

There are laws like tha in the UK, you need to use a hands free kit in a car.
They are changing them soon too, things like you cant even touch a phone while you are driving. One of the more stupid ones was you are allowed to answer a phone but you cant speak down it :P
Its a bit messed up.. They should just have a common sense law.. If the police think you are doing something stupid then you get a pull..

not true, the laws for phones while driving differ from state to state, and city to city. there just isnt a national law against it as of now.
