Help - Monitor keeps turning back on (IBM Thinkpad/WinXP Pro)

some programs when they become active or are active won't allow the screen to turn off or will automatically turn it on again.

I've found on my home computer that if I've got Kazaa or Edonkey or even Itunes running that on occasion it won't go into monitor off mode or will just snap out of it.
