is it best to format hdds to do a fresh install of windows xp?

In short, yes.
You probably wont need to, XP isnt nearly as temperamental as most other versions of windows but its always more healthy to do a new install on a clean hard drive.

During installation, XP will ask you about formatting AND let you repartition.

No more FDISK.
