The forums would be used just as they are now. Each in it's own respect.
The chat room would be for casual chat between those that are online at the moment.
There wouldn't be anything saved there. It could even be posted that any technical help or info requested would be in the respective forum. Then point them to the forum.

are we talking about installing additional software, or a forum java applet type thing?

There is an IRC room, #icrontic on irc.gamesurge.net. Right now you can join it by downloading mirc (www.mirc.com). I suppose I could setup a java applet or something to access the room from a web browser.
