It'll be a while before USB 3.0 reaches its climax, but according to the Inquirer, it can't come soon enough (http://www.theinquirer.net/gb/inquirer/news/2007/12/18/superspeed-usb-comes). ;)

If hard drive input/output rates don't increase dramatically, will USB 3.0 make any practical difference for the typical home user?

They will- sooner than you might think. The SSDs we see today I think are just the tip of the iceberg- and look for changes across the board. I do a lot of video editting and since a lot of my material is High Def- I can tell you that I'd rather be caught with it than without it.
