Best Video Card OC Software?

Im trying to OC my nVidia Geforce 6600gt to get the last juice out of it that i can. But ive been away from the OC game for a while. What the current best tool to use?

ATi Tool and RivaTuner- RivaTuner allows you to overclock the fans and the shader clock* and ATi tool has stress tests to check the new OC is stable.

I don't know about Overclocking video cards, but I have heard Coolbits thrown into a lot of conversations. Is that a useful tool?
