hp pavilion dv9646em 4gb ram problem?

hi i just instal on my hp 9646 4gb ram ,i ask hp and they say that i can instal 2gb in each slot ,but i can't see the 4gb on my laptop i only see 2815 gb ram
is this normal?

32 bit operating systems of the Windows variety can only recognize 2.8 - 3.4GB of memory. There's nothing you can do to alter it.

from hp they told me to update bios and download vista sp1.
