Is there a video card with a built-in tv tuner that will do picture in picture with either the computer signal on the whole screen and a p-i-p box for the TV or Vice-versa? A buddy of mine wants to be able to work on his computer and watch tv at the same time. Any Ideas?

You dont need it built in. Just leave whatever app your using to watch TV in a window, and on top.

OK, then, which tv tuner card? Are any of them any good? It'll be hooked up to cable.

Hauppauge and Hollywood have traditionally made the best TV Tuner cards.
The features you desire will ultimately determine the price. They range from $100 to $450 or more.

If you don't want to spend that much, you can get a Leadtek, an Aver, or an ATi for less. I've used ATi's and Avers. The ATi (VE card) didn't play well with XP but I think they've fixed that. The Aver (which I'm using right now) is wonderful.

I had one laying around and stuck it in my dad's comp so he could convert some old VHS tapes to mpeg's. The picture is fine (under XP), though the audio is so-so (may have been a VCR/Tape problem). TV viewing is fine all around. Considering the fact that you can find them on sale for $40 it's a relatively inexpensive way to find out if you're going to use it enough to warrant a better card.
