i need to mount an iso so i can run linux but it never works,.... WHY?

I'm not following you - exactly.
Are you trying to burn a linux iso to a cd so you can install it by booting off the cd?
Are you trying to mount a linux iso as a drive so that you can install linux into a virtual machine?
Are you trying to mount a linux iso inside of windows because you are some how trying to run it while still being in windows?
-What -exactly- are you trying to do?

im trying to run linux on top of windows
You need to install something that will allow you to run the OS on top of windows first - a emulator so to speak.
Download and install VirtualBox. You can mount the iso in VirtualBox and then install any OS you want.
However, with VirtualBox you won't get full 3D support. So don't expect any fancy 3D effects.

if you want to play with linux wubi is great. If you want to get a more accurate representation of how linux works then I'd suggest going the virtualbox route and installing linux in it as a virtual machine.

Cygwin (http://www.cygwin.com) is my Windows Linux solution of choice, though andLinux certainly looks interesting.

cool thing about andlinux is that it uses the native ubuntu packages so no recompiling.
