What I want to know is Can you setup in windows xp pro
one user that can use the internet, and all others can not
or do you need a program to do that?
I think you should be able to configue that in your firewall. not sure how though having never done it.

You could manually just change the proxy settings in IE for the other users. If they aren't savy they won't understand what's been done. Just set their ie's to use a proxy at 127.0.0.1 and they won't be able to get to the net.
Alternatively you could do it all through policy settings and set it so they can't even open internet explorer.
I think it is possible to configure your router to allow just you to access the network and internet.

We just deleted all the users but the admin so no one could get on till
their Mom gets home and log on it was the easiest way I could figure.

That's not really possible on home routers unless you have multiple computers where only 1 can access the net. Which is not the case here from the sounds of it.
