Bicycle Experts - Old Bike for $10

I have the option to buy a 1980 Motobecane Nomade II 25" frame with new tires... for $10. I know nothing about bikes... I want a bike to ride for exercise on roads. For $10 it seems cheap enough. I haven't looked at it but for $10, as long as it has brakes, gears, wheels, seat, handle bars... it's $10.

What do you think?

Looks like parts for older French bikes are easy to come by despite being uncommon.
