That is where many settings and system files specific to that profile go. Nothing to worry about.

It should be fine. Is it a hidden folder?

If you go to Control Panel > Admin Tools > Computer Managment > Local Users and Groups > Users

Does it list Steve$ in the list of users?

do you have some messenging proggy or other program that you log into as steve? I find that sometimes I'll find folders with my various usernames in that docs and settings folder. now with the files you've found in that steve$ folder, it appears that there is a user named steve using that computer. BTW, I believe $ signifies a hidden share. try this, on another computer on your lan, see if you can open \\steve\steve$

Right click and see how many files are in there.

Leave it a day or 2 and see if it has changed, if not, delete it. Still, it may have been some sort of exploit, make sure you download everything @ Windows update(.com)
