    Low is higher than idle.
    Idle is lower than low.

    Either way it sounds screwy.

I run a console (gromacs) at low and a genome (In case I cant get a WU and the little bit of downtime between WUs to stay at 100%) at idle. The genome only gets CPU cycles at WU transfer, server downtime, and boot up before I open up the console.
