XP - No usernames on Welcome screen, user accounts control panel not working

A friend's computer, I help them out with their tech problems as needed. There were a couple of other minor problems which were easy fixes. However I am not having any success solving the problem in the title of this thread.

OS: Windows XP HOME, Service Pack 2.

When XP loads the Welcome screen, there are no usernames shown. There should be 3 usernames there. Hitting CTRl-ALT-DEL twice will bring up the classic login screen. The users are able to log in by typing their usernames.

XP appears to function normally, with the exception of the User Accounts control panel. Opening the user accounts control panel generates the following error message:

"The current user account is not recognized. Restart the computer and then open User Accounts."

Obviously, restarting does not solve anything.

Searching out the above message yielded several suggestions, such as checking the reg for hidden usernames, and restoring default reg entries for logon preferences. None of that has worked.

Any suggestions?

    That's sounds too cheesy too be real. Is there really a "Dial-a-Fix." If so, what is it?

    It is real. It's a swiss army knife of common fixes for borked windows machines. It re-registers DLLs, repairs permissions, reinstalls services/features, etc.
