Help w. Freecell launching under W98

I'm visiting my in-laws, and Freecell won't work. Tragic, I know.
The error I receive when launching is imaged below. What I have done so far;
--Remove and reinstall Freecell and all Games/Accessories within Windows.
--Tried the ctfmon.exe disable per MS, but that applies only to installs of Office XP AND Win98, no Office XP components are on PC, and ctfmon.exe is not found on PC.
--Ran AdAware and removed all questionable apps and spyware
--AVG is running as the AV software, no worries there.
--Disabled all apps that run at startup.
--Reinstalled OS from CAB files (not a clean reinstall on an empty disk).
--Removed all mention of freecell.exe and cards.dll from registry.
--Extracted clean copy of cards.dll from cabs.

Maybe a few other steps as well, but I've already done a lot here. What's the next step? A full rebuild MIGHT be possible, but def. not the preferred method. Thanks!
