The satellite radio decks I've seen are plug-ins to existing systems. They are there to play satellite radio, the same as a radio won't play cd's or mp3s, those are seperate units that you add into a deck either aftermarket or the car manufacturer has done it for you. Also usually if you buy a car that comes equipped with sat radio you usually get 6 months to a year free service. So this is not even really the same issue to cable programing at all.
I mean really at the end of the day it's $15 a month typically for satellite radio. That's 1 cd purchase a month it's peanuts and as someone who doesn't like to pay for anything I don't even think that's unreasonable for the level of service satellite radio provides. I don't have satellite radio myself, but it's because I have an MP3 deck in my car and gigs of music to play through it. If I didn't have that I would.
I do however have Sirius radio at home through my sat TV reciver. I listen to 1 channel at home (it's a fantastic metal station) and I would gladly pay $15 for it. The other 100 or so Sirus stations that I get I put on a few every now and then for my daughter, she's 1 1/2 and likes to shake her butt to the latin vibes occasionally.
