inexpensive editing software needed

When my wife asked what a good inexpensive software for pic editing would be I told her I had just the place to ask!!!

So what I'm looking for is something that will at least convert a picture from true color to black and white and edit out "redeye". This is for Tracie so it needs to be "very intuative"!!! hehe

You don't think that PhotoShop is the ticket????
My Sony came with Picture Gear, it was free and it sucks.
I hope that someone has a good suggestion out there.

Photoshop Elements might be just the ticket.
