How do I best fix a c0000218 Registry File Failure?

Hi everyone, got this error the other day on a family members comp:
STOP: c0000218 {Registry File Failure}
The registry cannot load the hive (file):
\systemRoot\System32\Config\SOFTWARE
or its log or alternate
It is corrupt, absent, or not writable.
Beginning dump of physical memory
Physical memory dump complete"

So i googled it and found boards like this and others that discussed the Recovery console solution. Except theres some confilcting methods/warnings, and if anyone here has any advice/info on what would be the best soluction that'd be great, before I go and try to fix it.
Ok, heres my issues:
1. Some sites say not to do this with an OEM XP, as it will screw it up. The problem pc is a Dell that came shipped with XP in 2003, will this apply to me, or can it be disregarded?

2. Some sites say to not go through the Recovery console, but to choose Install XP and then let it repair the current installation from there. Is one method preferable or safer than the other?

Again thanks for any help, I've learned alot about the issue by reading this forum and want to fix it the best I can.
