You can as long as they have not been activated yet. When you purchase a game on Steam you have the ability to put it in your inventory for future trading. If you have activated it, the presumption is that you played it and you can not then give it to someone because it is yours.
If you mean trade like you could a Nintendo cartrage, you unfortunately can not.

This was actually brought up in a legal matter in Europe. While the matter didn't directly apply to games (it was over software licenses) the system there ruled in favor of once a distributor/producer sells the license to a software product (the so many digit code used to activate the software) the distributor/producer can't have a say afterwords. Some were thinking along the lines that you could then trade your digital games so long as it was in compliance with the "law" (it wasn't a set in stone sort of law, I'm not sure what word describes it properly) set in place at that time. However about a month later, I noticed one of Steams client updates had an update to it's user agreement in relation to this, and to put it simply: "Not on Steam."
