For quite some time: Detroit city ordinance Article V, sec. 38-5-1 prohibited consumption of alcohol in public spaces, but did not forbid open containers. This generally remains true.
Setting the wheels in motion, Michigan's 2015 legislative session in SB165 provided for commercial quadricycles, and alcohol on commercial quadricycles, if the driver does not drink or serve.
Detroit followed up by amending 38-5-1 with several additions in Article VIII section 58-9-x to except for the new Michigan laws. As per Michigan State law, however, such pedalpubs must be BYOB; cannot stop at a liquor store; and cannot onboard drinks purchased from any dining establishment. Also: no glass.
A2 and Grap also allow for BYOB pedalpubs. The fun governors in Kzoo banned it.
