Does this change at all since I will be running games off of the secondary drive? I am not so concerned about storage at this point. I'll have a TB in the cloud for that.
To be specific, Terraria, Rocket League, etc... will be installed and played through Steam on the secondary drive and not to the SSD. Non steam games (On the high end GTAV and on the low end Minecraft) will also be installed to and played from the secondary drive. Is there a noticeable advantage to the SSHD in these cases or will I be just as good with the standard HDD?

I wouldn't get the SSHD for your secondary drive either. It might help a little bit, but better to just install your most played games to SSD alongside windows (or the games most dependent on disk I/O for loading).
I would ditch the i3 and have @Thrax help you find something quad core in the AMD world. That rig I let you use is pretty close to what you speced out minus the two cores.
I'm just going to throw out an Intel suggestion. With a little shopping around you could get this right at $300. Maybe an alternative motherboard, but similar. I liked ASrock when I had it, and I think it is cheaper than gigglebyte.

The GA-990FXA-UD3 is the board I'm on. Are you building in a full ATX case? My impression of the Dell system was it was micro ATX, just four expansion slots in the back is an easy way to tell.
That said, for a budget combo $200 total for that board and CPU is a great deal.
The Inspiron 530 uses a standard micro ATX motherboard, standard PSU (with standard power connector) and standard everything else as far as I can tell. There is no reason to buy upgrades from Dell. The only real issue here is that the motherboard I/O back plate is built into the case.
But after having messed with altering the case to install a different motherboard, I agree that the best idea is to just buy a new cheap case.
I'll start looking at case options.

I don't know what all you do with your computer, that would be very RAM intensive Unless you are a Chrome Tab Hoarder. Otherwise I may go with 8 gigs and go for an i5 if possible. Secondly last I saw that seagate's consumer HDDs have a pretty high failure rate. I would go for the WD Blue 1 TB which is actually cheaper at 52 on Amazon.

They went together because I think the upgrade to the i5 is more important than the extra 8 gigs. As in save money there and put it there. Also way easier to add ram later than to switch the cpu.

There are some other reasons involving the architecture of the CPUs but simply put each Intel Core allows you to do more than each AMD core. Also you can look at heat output. The intel 22nm allows you to do more while producing a cooler chip, more important for micro builds than others.

They both have pretty much everything I need and the Scorpio advertises more space for a video card (A current concern). Your build looks nice but price is out of range if I have to include the case.
After all of the input here and speaking with a few trusted computer heads today, I am going to go with the Intel build I listed above. Will continue to upgrade my AMD video card as appropriate.
