It doesn't double down on anything, CentOS moves at the same pace as RHEL. All they do is compile the official RHEL packages and release them to the public, as you need to pay for a RHEL subscription to get their packages but RedHat is legally required to release the source code for anything that is under the GPL. They're usually a couple hours behind RHEL on all packages, tops.

I have never heard of /srv before. I think my Apache on Ubuntu still goes to /var/www. It certainly does on Raspian.
