do i have an electrical short?

every once in awhile my pc bsod's on my with varying messages (i think it depends on what it was doing at the time). when i reboot, my promise ATA controller reads no drives attached (this also happens with my onboard IDE). to fix it, i have to flip off the power and actually pull the cable out of the psu. the wierd thing is that when i go to plug it back in (waiting maybe 15-20 seconds) theres a spark between the cable and the pins. however, everything is all peachy afterwards. anyone know what the hell is going on here?

if it matters, the same unplug routine has been required when disassembling and reassembling everything, but it doesn't need it all the time (and yes i have the psu off and unplugged when im doing a rebuild).

mobo: IS7
case: Lian-Li PC-7
PSU: Antec Tru480 (also happened with an allied 450)
cpu: 2.8c
ram: 2x256 corsair pc3500, 2x256 geil pc4000
hd: wd2000jb
