I'm having the same issue as LMPDGirl, with my Sony DCR-HC30...
I started out just using the included USB cable, but I've now picked up a firewire cable. The odd thing is, Premiere is able to do things like read out the time elapsed... control pausing and playing... and some things like that. It's clear that they are communicating in some way. However, I can't see video in the preview window area... and I certainly can't do any capturing.
SToik video capture program and Windows Movie Maker are also both incapable of working with it... SToik was working fine when I was using USB.
In Premiere, it says above the capture window: "Can't activate Recorder. Try resetting camera."
I've tried plenty of restarting the camera, and restarting the computer, and restarting Premiere... but still the same thing.
Any ideas?

I have a Canon ZR-90. I have not yet attempted to transfer my footage from the mini DV tape to the computer because I am not sure what I need or how to do it. Can you transfer the footage from your mini DV to the computer and then onto a DVD? I am confused how this works. Someone please help me.
How do you like the ZR-90?
Does it make strange noises (problems I've heard of w/ Canon miniDV camcorders).
How does it perform in low-light situations? (Like, say, birthday parties when only
a few candles are lit . . . how well can it capture the video? Is it grainy?)
Does the audio have a slight hiss to it?
I'm looking to get a camcorder and want to make a well-informed decision so that I'm happy for years to come.

I've looked into that one myself, many claim poor low light quality(the same goes for many of their products it seems), plus plenty of noise. I wouldn't buy it myself.
I have never heard my camera making any noises while running, filming, or taking pictures.
You are right about it not taking great pictures where there is not a lot of light. I have never tried to hit the night mode button when it's dark though. I never remember until it's too late.

I have never heard any hissing sounds coming from it either.
Has anyone used the microsoft movie maker to download audio and video from a mini dv and then burned it to a DVD?
Best thing you can do is try. I used WMM to download movies in the past, but I don't think it has a built in function to create a DVD. For about $70 you can buy Pinnacle Studio 9 and it will allow you to import your footage and output it to DVD or VCD, along with many other formats such as WMV, MPEG, and AVI, at different qualities and settings for both video and audio. You can also do great editing, it's been similar to me as using Final Cut Pro, just a bit slimed down with some of the higher functions requiring an unlock fee of like $10 epr package. But the default stuff is good enough, everything else I use a different program.
It also allows you to create a DVD Menu or use one of it's many template.
I don't know what software you have, but perhaps if you have a DVD burner, then you may also have the software needed to make a DVD. If so then it's very possible you'd be able to just use WMM to import, and whatever program you use for your DVD's to burn a DVD. It would seem to me very likely, but I don't want to say a definite answer since I do not know what you have.

You can do anything you want really, with the right software.
