ISO Free MPEG Compressor

I need to serve up some video from a web site. I have a few MPEGs that are around 50MB each. Not sure what the best way to do it would be - i.e., streaming, let user download mpegs, etc. Does anyone know of a simple, free compressor that I can download to get these things to a reasonable size? Also, any suggestions on the best way to serve up the videos would be much appreciated. Thanks.
