I just crashed a while ago while loading a level in BFV. ram voltage is at normal (which i assume means 2.5) and so it cpu voltage. now that i look in cpu-z for voltage, however, it's telling me it's at 1.536, whereas it should say 1.525. could this, fluctuating voltages be the problem? or should i give my ram more juice?

Cram the juice to the ram and see if it stabilizes. I'd bump it up to 2.8v if your bios can set it that high. It won't hurt the ram unless it's about to die anyways.

Mudd is right, though I would use 2.7 for RAM and see if the Vcc on the CPU drops down closer to spec. Most of the RAM I've seen runs at 2.6 stable, if anything you have it under if it actually comes out at 2.5. My P4 Northwood runs stable at 1.480 to 1.530, you might be a TIB high on Vcc for CPU.

i assume vcc has something to do with voltage core? also, i've been reading and it looks like these ram sticks have a default voltage of 2.6v, instead of the normal 2.5. so, assuming my motherboard means 2.5 when it says 'Normal', should i set it to be overvolted .1v no matter what?

update: i've noticed when i run f@h, the cpu voltage drops to 1.520...and stays there...when the prog first benches however it goes to 1.504. way weird...prolly crappy psu
