vcd to dvd audio problem

When converting my vcd to dvd, the audio is extremely garbled when played on my dvd player. I did convert the audio from 44 to 48 to make it dvd compliant. any ideas?

    What is your source audio, and what format did you convert it to?

    Also; what tool did you use to upsample from 44.1khz to 48?

    Used tmpgenc to convert mpeg-1 audio layer-2, 44100khz 224kbps to
    mpeg 2.0 224 kbps. used tmpgenc to burn once, and dvd workshop 2 to burn, both with same result. video burned great.

    The dvd plays fine on power dvd on my computer, audio + video. I have burned many from mpeg2 with success with my dvd player, this is my first attempt to go from mpeg1 (vcd)

    I used isobuster to extract the frames from a .bin
