If it is MPEG-2, any DVD authoring program will convert it to the correct format (MPEG-2 elementary streams wrapped in a VOB package.)

If it is MPEG-1 or 4, you will have to do some video conversion first. Converting MPEG-1 to MPEG-2 will incur quality loss, as "standard" MPEG-1 is half the size of MPEG-2. However, if your DVD player supports playback of VCD's (Video CD's) then you may want to keep it in MPEG-1 and burn it as a VCD.

You just have to make sure that it has compliant dimensions (SVCD is something like 480x480, DVD is like 720x480, vcd is something lame like 320x240 or 480 with a lower bitrate), compliant datarate (SVCD is 2520 max, VCD is like 1500, DVD is up to 9800), and compliant FPS (23.976 with 3:2 pulldown, or 29.97 pure).
